Normative Focus is on understanding the nature of the problems to be addressed, and identify characteristics of acceptable solutions. This entails understanding cognitive and demographic characteristics of potential users, the work they do, the way they currently do that work and the environment in which the work is done.
Formative Focus is on developing and refining possible solutions through collaborative interaction.
