This list of Release 3 features provides a simple overview of the (proposed) key capabilities of the release.

h3. Introduction to Release 3

Release 3 is the *On-Demand Measurement Processing* release. It emphasizes the end-to-end control of processing, with on-demand and event-driven measurements --- including defining observation plans, marine resource coordination, and autonomous marine asset control --- and advanced workflows of instrument providers, data product producers, and data product consumers.

In addition to completing support for observatory and marine operators, and all OOI data consumers and providers, the release focuses on instrument providers and operators, data analysts, and providers of external resources like storage and computation resources.

With Release 3, the OOI user community will include everyone interested in OOI services and products, making it the first release targeted for public use.

This release will see the full deployment of high-availability, multi-site, and federated systems enabling multiple authority domains.
